خmmThe study examines the future of civil nuclear energy in Arab countries through 2040 and the associated high institutional, financial, and regulatory readiness required to manage safety, security, fuel, waste, and emergencies. It adopts a combined methodology integrating trend analysis, the assessment of drivers of change and uncertainty, and scenario building based on two governing axes: national readiness levels and regional/geopolitical stability. It proposes a ten-question "decision matrix" to shift the debate from a theoretical preference for a specific technology to a practical, applicable choice. It concludes that the nuclear option in the Arab world will remain a "conditional" and limited choice through 2040, most likely in highly prepared countries or for specific non-electric applications (مdesalination/industrial heat).
